Leaking fuel rail/ No heat or defrost

I just Bought my first car its a 1990 Crystler Imperial. When test driving i noticed it was leaking gas from the right side of the fuel rail where it swilvles for easy access to the injectors. The Bolts holding it in are finger lose,im unsure if that would play a large enough role to cause a leak. I gusse my quesstion is do fuel rail go out often and if so where can i locate one, do fuel rails come apart or just swivle. as for the no heat im just stumped, when tring to turn the heat up it stops at 30 degrees the fans work but the themostat wont raise.
