I have a 1997 Lincoln town car that will not start

I have a brand new battery and starter on my 97 lincoln and the engine still won't turn over, it feels as if though the engine is being held back turning half the speed of normal. It also doesn't hold power once I try and turn it over, ( drains very quick n    then I have charge ) this has been going on for about 3weeks to a month now. I've changed the spark plugs n wires, checked oil, cleaned connections, tried starting while getting a boost, added gas, starter fluid, and hard to use diagnostic reader because of draining. In all I am getting no different response from the engine.
