D-350, 1988, problem with transmission....

The specs on this 1-ton truck are 8 cyl/5.9L w/4bl carb, no ECM or OBD-1,A/C, automatic trans is an A-727.
  PROBLEM: With engine warmed to normal @ 60 MPH the transmission kicks down into the passing gear, then kicks back up into the overdrive and back down, cycling back and forth until it finally settles into the passing gear making long trips slow and gas wastingly expensive.
  My manual shows two adjustments on this flavor of transmission that seem to apply, but I don't know which one is right.  The first is an adjustment for the kickdown band, the second is "throttle linkage".  The manual does nothing to clearify what either of these adjustments are for.  Doing some extra reading I've found that the "kickdown adjustment" is for making the transmission drop into the passing gear, which seems to indicate that getting the tranny to kick down is hard, and the various blogs I've read state that people are having real problems trying to get the tranny to drop into the passing gear.  I have the opposite problem in that I can't get the tranny to "stop" dropping into the passing gear!
  Can anyone shed some more light on this problem for me?  Very much appreciated !!
