I have a 97 jeep wrangler 4.L. auto, The brakes are in excellent condition. The other day I had to come to an abrupt stop and was literally standing on the brake peddle. The Jeep would not stop. Its like the transmitting did not go to a neutral state or the throttle got stuck, three of the four tires were locked up and the driver side rear tire was literally spinning burning rubber pushing me into the intersection the only thing I could do was take my foot of the brake gain control of the vehicle and maneuver through the intersection without hitting anyone.

Very serious. You should take it in to a pro.
Sounds like your throttle stuck. There are 2 return springs on the TJ, a main and a dinky little one ('audi' failsafe(?)mounted on the cruise control arm). You can find the linkages with someone pressing the peddle. You need to see if there is anything amiss in that area (or cable kinking). Has anything been modified?
