96 Taurus A/C comes on

My A/C compressor kicks in even when the heat is on. I have the selector knob on heat. I have the temperature setting to maximum heat. The air conditioner kicks on and off intermittently. Is this normal?

yea, that's normal.  The A/C not only cools the air, but also removes moisture.  Moisture and heat do not mix.  It will fog up the windshield, so the A/C kicks in to remove the moisture.
