99 KIA Sportage Windows, Wipers, & AC Blower quit

On my 99 Kia Sportage the Electric Windows, THe Front and Rear Wipers, and the AC Blower fan quit working, all at the same time. I've checked all the fuses and they are good. My daughter told me that this has happened before. She just cut the car off. turned all accessories off, and restarted the car. Everything worked again. Now that doesn't work. Is there a possible module, relay, or fusible link somewhere that control all these accesories?

Please help, I need to get the car inspected, it was due last week!

If you can find any dealer wiring diagrams, use those to trace the wire harness where it passes thru the firewall.  Kias are known for having electrical problems such as these; usually caused by detached/loose wiring.  I'd guess something came loose, so even without the diagrams you can just follow the wires from the fuse box to the firewall...and check 'em on both sides...if those circuits are protected by circuit breakers, then high resistance might be making them heat up.  This also indicates possible loose wiring...look for loose connections under the fuse box itself, and be sure to use an LED test light ONLY, if you use one at all.
