I had the same exact problem happen to me. First i would advise checking your trans fluid and filter, but more than likely your torque converter is shot and needs rebuilding.

For what its worth I was having severe shifting problems on my 96 GC Laredo as well. Have someone check the Kick Down Cable (part # 52104352AA) It attaches at the top of engine and runs down the rear to attach directly to the transmission. This cable may be extremely kinked due to having to follow a rather limited space route... also can become corroded if covering becomes damaged. My GC would take till 40-60 km per hr to shift to 2nd with revs over 3k. Then shift to 3rd at about 70 km per hr again with high revs. It would always shift but very hard. We sprayed with WD40 and it helped until it became wet from rain or water splashing up.
Replacing this cable (around $80 or so plus 1 hr. labor) solved the problem completely. Hope this helps but wouldn't hurt to check it anyways. Later models do not have this cable and are controlled electronically totally.
